Contribution to Economic Diversification Fund

One of the least expensive citizenship by investment programs in the world, next to Vanuatu, can be obtained by donating to Dominica’s economic development fund.

Here’s a minimum donation per applicant and families:

  • US$200,000 for a single applicant
  • US$250,000 for a family of four*

*This includes the main applicant, their spouse, and two dependents, but it does not include any siblings of the main applicant.

Real Estate Investment

For the real estate option of Dominica’s citizenship through investment program, you will need to purchase a property worth at least US$200,000 from a government-approved real estate project. 

You can sell the real estate after three years (five years if the buyer is also a CBI applicant).

The government of Dominica has authorized only certain real estate developments that qualify for the citizenship program. Because of this, supply and demand are kept in balance, ensuring that there’s no market saturation.

Profit sharing agreements with a resort can allow you a yield of 4%-5%.

A real estate investment may also give you political support. Whatever you invest in will improve the infrastructure, whether it’s medical clinics, housing programs, or school facilities.

However, it’s going to take much longer to get the Dominica passport with this route.

Who Can Apply for Dominica Citizenship and Who Can Join You

You can apply if you’re at least 18 and have a clean criminal record. You also have to confirm in writing that you won’t change your name within five years of getting citizenship, other than through marriage.

The CBIU won’t approve an application, and can strip citizenship later, if the applicant:

  • has a criminal record other than a minor offence
  • failed to disclose a criminal investigation they knew about
  • has been denied citizenship in another country
  • has been refused a visa to the EU or UK
  • was refused a visa to a country with visa-free access to Dominica and hasn’t since got a visa or residence permit there
  • is a potential security risk, gave false information or has been involved in activity likely to bring disrepute to Dominica

Which family members you can include

The CBIU’s list of qualifying dependants is narrower than many agent websites suggest.

  • Spouse: your spouse can be included.
  • Children under 18: yours or your spouse’s, biological or legally adopted.
  • Children aged 18 to 30: only if they attend a recognised institution of higher learning and you or your spouse fully support them. A child who is 30 qualifies; one who has turned 31 doesn’t.
  • Unmarried daughters under 25: living with you and fully supported by you or your spouse.
  • Adult children with a disability: physically or mentally challenged children aged 18 or over who are fully supported.
  • Parents and grandparents over 65: yours or your spouse’s, if you substantially support them.

Siblings aren’t on the CBIU’s published list, so confirm with an authorised agent before you plan around including one. (Verified October 2026.)

Nationalities that are banned or restricted

Applicants from Belarus, Russia and Northern Iraq are banned, and Yemeni applications are suspended. Applicants from North Korea, Sudan and Iran are refused unless they haven’t lived in that country for at least ten years, have no substantial assets there and haven’t done any business there. Enhanced due diligence may apply to applicants who meet those conditions, at the applicant’s cost. (Verified October 2026.)

Other Requirements

Similar to other citizenship by investment program, you will need to be at least 18 years of age with no criminal record, with a clean background, good health, financially stable, and of good character. 

They will not accept a person who is deemed a potential national security risk, a reputational risk, or a person who is subject to criminal investigation.

Every applicant aged 16 and over must attend a mandatory interview, which is usually held virtually. The interview fee is US$1,000 per person.

Costs

In addition to the above costs, there are due diligence fees, naturalization fees, processing fees, and interview fees. The passport application is a separate step after citizenship is granted. The capital outlay required for each of the investment options above is dependent upon the number of family members included within an application and which investment option you choose.

If you choose to donate to the Economic Diversification Fund as a single applicant, it will cost at least US$210,000.

The EDF contribution is non-refundable. With real estate, you hold the property for three years from the date citizenship is granted, or five years if the buyer is also a CBI applicant, before you can resell.

You can pay in US dollars, euros or pounds sterling, and you cover any bank charges. A euro or pound payment has to be worth at least the USD amount, or the CBIU rejects it as insufficient.

You pay the main investment (the EDF contribution or the property completion) only after approval in principle. Only the due diligence and processing fees are due when your agent submits the application.

Required Documents

The citizenship by investment program in Dominica requires each new application to be supported by several forms and a large number of personal documents. 

Some of the required forms include a medical questionnaire completed by a registered medical practitioner and a comprehensive disclosure form notarized by a notary public. 

If you go with the contribution route, you sign an investment agreement committing to pay the total amount specified once the Citizenship by Investment Unit gives you approval in principle. Your agent will confirm the payment deadline.

Supporting documentation required for an application can include:

  • A certified copy of current passports
  • A certified copy of the birth certificate(s) for all applicants
  • A police certificate from your country of birth, country of citizenship, country of residence and any country where you lived for more than six months in the past ten years
  • One professional reference
  • A marriage certificate (if applicable)
  • A bank reference letter
  • A letter of employment (if applicable)
  • Audited financial statements for business (if applicable)
  • A notarized college or university diploma
  • An affidavit or declaration of source of funds
  • A resume
  • A detailed business background report
  • Eight passport size photos for each applicant

Any supporting documents that are not in English must be translated by an accredited professional translator and must also be notarized. A parent or legal guardian must sign for all applicants less than 18 years old. 

To use someone as a personal reference, they must know you for at least five years and they must not be a family member. Professional references must be familiar with your work for at least three years. 

Bank recommendation letters should be signed by a senior bank official and must include full contact information for that institution. 

You also need a letter to the Minister that states your reason for applying.

An original police clearance certificate should be provided by a law enforcement agency for all applicants, dependents, spouses, parents, and siblings older than 16. It needs to include a set of fingerprints. For kids aged 12 to 15, a sworn affidavit by the parent confirming that their child does not have a criminal record is required. 

A notary public should endorse all passport photos.

Procedures and Time Frames

The government authority that administers the program for citizenship by investment for Dominica is the Citizenship by Investment Unit, also known as the CBIU. 

Here’s the procedure for the application:

  1. Contact a program official representative 
  2. The initial due diligence checks are completed
  3. The client agreement is signed and a retainer is paid 
  4. The application for Dominica is submitted to the government
  5. Wait out the processing time (usually three to six months)
  6. The application is approved in principle
  7. Requirements are fulfilled
  8. Citizenship is received

The CBIU says most complete applications take about three to six months.

Dominica Income Tax Rates for Residents

The CBIU says Dominica has no wealth, gift, inheritance, foreign income or capital gains tax. It also says that as a citizen you’d be liable for personal tax if you live in Dominica.

Dominica’s Inland Revenue Division (IRD) publishes the personal income tax bands. Every resident individual gets a resident allowance, so the first slice of income isn’t taxed.

Here’s what that means in practice. On EC$100,000 of chargeable income you’d pay nothing on the first EC$30,000, EC$3,000 on the next EC$20,000 (15%), EC$7,500 on the next EC$30,000 (25%) and EC$7,000 on the last EC$20,000 (35%). That’s EC$17,500 in total, or about US$6,480 at the fixed rate of EC$2.70 to US$1.

The IRD says residents must file a return by 31 March each year, and that this covers people physically present in Dominica for more than 183 days.

Neither the CBIU nor the IRD pages explain how a Dominica tax resident is treated on foreign income. Get advice from a tax adviser before you rely on the “no foreign income tax” line.

You can take them to one of the island’s many waterfalls. There are so many that Dominica has a tourist map to help people find them all. Some of them get packed, like Trafalgar Falls. Other waterfalls such as Sari Sari Falls or Victoria Falls require 45-minute hikes and adventurous river crossings to get there. These can make great trips for families with older children. Local waterfall pastimes include swimming under them or rappelling down the rock faces on either side.
